The budget standing committee is recommending the Garden City Golf Course be closed.
The recommendation was made to try and save the city $200,000 a year.
The issue will go before St. Catharines council December 16 when they review the proposed budget.
Some argue that many residents can't afford going to a private course however usage is down from 17,000 rounds in 2017 to only 12,000 this past year.
The committee is hoping to find a third party operator and will put out a request for proposals this winter.
The golf course has yet to make a profit for the city.
