City of St. Catharines says anyone can run, after the death of Councillor Carlos Garcia

St. Catharines has set aside Monday, April 14th as by-election day for Port Dalhousie, after the death of the ward's councillor Carlos Garcia.
The city voted to have a by-election, and should you want to run for the job, nominations are now open, and close at 2pm on Friday, February 28th.
Required paperwork is needed, as well as a $100 filing fee.
Advanced voting will be April 3rd and 12th.
